Who are the real beneficiaries of the RM200 billion?

Malaysia’s Parliament is currently debating the Ninth Malaysia Plan (Rancangan Malaysia Kesembilan or RMK9) that was tabled by the Prime Minister last week. The plan brought Abdullah Ahmad Badawi to tears. RM200 billion will be spent to develop this nation over five years from 2006 to 2010.

What was not mentioned is that three times this amount will also be spent to run this country. Where in heaven's name are we going to find that much money when Petronas will only contribute about RM150 billion in taxes in that same period? This realisation was what probably caused the tears.

Let us look at what they have planned for East Malaysia, the two states that contribute to 50% of Petronas’ RM59 billion petroleum revenue every year, and the two states that have been allocated the smallest share of the budget though the hardcore poverty in those states are the highest.

RM1.148 billion will be spent to upgrade rural and village roads in Sarawak and Sabah. RM702 million has been allocated to Sarawak and RM446 million to Sabah. Further to that, another RM396 million has been also allocated to Sarawak and RM340 million to Sabah for rural water supply.

In Sabah, the Federal Land Development Authority (FELDA) will address hardcore poverty involving 2,000 households. Further to that, RM150 million will be allocated to FELCRA for agriculture development programmes in Sarawak.

The government will also be taking measures to provide employment and income-generating activities to reduce the high incidence of hardcore poverty among the natives and Bumiputera communities -- Orang Sungei, Rungus, Bisaya and Sulu or Suluk communities in Sabah, and Bidayuh, Kenyah, Kayan, Penan and Lun Bawang communities in Sarawak.

Under the Skim Pembangunan Kesejahteraan Rakyat, a total of RM189 million will be allocated to Sabah and RM139 million to Sarawak to address the high incidence of hardcore poverty among the natives and Bumiputera community.

The development of native and customary land in Sabah and Sarawak will be implemented to benefit the Bumiputera community through the development of commercial and suitable projects. The government has also allocated RM100 million for the development of customary and native land.Sabah's State Infrastructure Development Minister, Datuk Raymond Tan Shu Kiah, welcomed the RM480 million allocation for the Sandakan Water Treatment Plant (Phase 2) project, said the Daily Express on 2 April 2006.

Tan noted that Abdullah, in his speech in Parliament, mentioned the Sandakan Phase 2 project as among the major water supply infrastructure projects in the country. The Minister said the other good news is the allocation of RM786m to upgrade rural roads and improve rural water supply in Sabah.

Does this sound impressive? Do you think the natives and Bumiputera community of East Malaysia are going to see a durian runtuh (windfall)? Well, look again. It is not the natives and Bumiputera community who are getting the lion's share of this money. It is the rich tycoons who have in fact already been awarded the giant contracts and are just waiting for the money under the RMK9 to arrive. And the rich get richer while the poor remain poor.
